Two Days Of 'Difficult' Ukraine Talks End With No Breakthrough

Two days of peace talks in Geneva between Ukraine and Russia ended on Wednesday without a breakthrough, with President Volodymyr Zelenskyy accusing Moscow of stalling U.S.-mediated efforts to end the four-year-old war. Ukraine has faced repeated pressure from U.S. President Donald Trump to agree to a deal that could mean painful concessions, as Russian forces pound its power grid and slowly advance on the battlefield. As the delegations met for a second day at a hotel in the Swiss city, under the mediation of U.S. envoy Steve Witkoff and Trump's son-in-law Jared Kushner, Zelenskyy had called the first day "difficult". "We can state that Russia is trying to drag out negotiations that could already have reached the final stage," he wrote on X. Moments after his statement, the delegations broke off the talks and said they would meet again in the future, without providing a date. Russia's chief negotiator, former culture minister Vladimir Medinsky, described the talks as "difficult, but business-like". Medinsky - whom Ukrainian officials have accused of engaging in history lectures rather than substantive talks - spoke with the Ukrainians for nearly two hours after formal talks ended, according to a representative of Kyiv's chief negotiator, Rustem Umerov. A spokesperson for Zelenskyy said the formal part of the talks had addressed territory in Ukraine's east and the fate of the Russian-controlled Zaporizhzhia Nuclear Power Plant, both sticking points since the beginning of the process. Moscow wants Ukraine to cede the roughly 20% of the eastern region of Donetsk that Russian forces have been unable to conquer - something Kyiv has repeatedly rejected. Kyiv, meanwhile, wants Zaporizhzhia, Europe's largest nuclear plant, to be operated by the U.S. and Ukraine, which Russia has said is unacceptable. Tuesday is the fourth anniversary of Russia's full-scale invasion, which has killed hundreds of thousands, driven millions from their homes, and ravaged Ukrainian cities, towns and villages. Russia denies deliberately targeting civilians. Trump has twice suggested in recent days that it is up to Kyiv to make sure a deal is agreed quickly. He had told reporters on Monday: "Ukraine better come to the table fast. That's all I'm telling you." In an interview with the U.S. news outlet Axios, Zelenskiy was quoted as saying that it was "not fair" that Trump kept publicly demanding concessions from Ukraine, not Russia. Zelenskyy also said any plan requiring Ukraine to give up territory that Russia had not captured in the east would be rejected if put to a referendum. "I hope it is just his tactics and not the decision," Zelenskyy was quoted as saying. The Geneva meeting follows two rounds of U.S.-brokered talks in Abu Dhabi that made no breakthrough. Both Zelenskyy and Umerov have made a point of repeatedly thanking the U.S. for its mediation in recent weeks. Zelenskyy has expressed concern that U.S. Congressional mid-term elections in November could draw Washington's attention away from efforts to end Europe's biggest conflict since World War Two. Kyiv is also seeking strong U.S.-backed security guarantees to prevent future Russian attacks in the event of a peace deal. U.S. Army Secretary Daniel Driscoll and Brigadier General Michael Adamski took part in three-way military negotiations on Wednesday, according to a U.S. official. Russian news agencies quoted a source as saying that Tuesday's six hours of talks had been "very tense". Umerov had said his delegation in Geneva had no "excessive expectations". In all, Russia occupies about 20% of Ukraine's national territory, including Crimea, seized and unilaterally annexed in 2014. It is advancing slowly along the roughly 1,200 km (750-mile) frontline; analysts say it has gained about 1.5% of Ukraine since early 2024. However, its recent airstrikes on energy infrastructure have left hundreds of thousands of Ukrainians without heating and power during an exceptionally harsh winter. Ukraine is pushing for its European allies to become more involved in the peace process. Delegations from France, Germany, Britain and others were present in Geneva and were briefed on the talks, but did not take part directly.

Authorities say a flight returned to a Houston airport just after takeoff early Wednesday because of an unruly passenger. Delta Air Lines says Flight 2557 to Atlanta returned to Houston's Hobby Airport after a customer exhibited “unruly and unlawful behavior toward other customers." There were reports of someone trying to break into the cockpit, but Delta says the person who approached crew and customers didn’t try to access the flight deck. It didn't go into specifics about the passenger's behavior. Houston police say officers detained a male passenger. The flight departed again and arrived in Atlanta about 90 minutes behind schedule. The Federal Aviation Administration says it will investigate.

Pawtucket Chief of Police Tina Goncalves says the person who opened fire during a youth hockey game at an ice rink in Rhode Island killed their ex-wife and one son. Guatemalan Driver Fleeing ICE Crashes, Kills Georgia Teacher

A Guatemalan driver fleeing a Georgia traffic stop by federal immigration officers crashed into another vehicle, killing a teacher who was headed to work, authorities and school officials said. Oscar Vasquez Lopez, the driver accused of causing the Monday crash just outside of Savannah, remained jailed Tuesday on charges including vehicular homicide, reckless driving and driving without a valid license. Lopez, 38, is in the U.S. illegally, according to Immigration and Customs Enforcement. Immigration officers were looking for Lopez to enforce an immigration judge's 2024 deportation order, ICE spokesperson Lindsay Williams said Tuesday, noting that Lopez has no other criminal history. Lopez pulled over when ICE officers used sirens and blue lights to initiate a traffic stop, but then drove away when they approached his vehicle, Williams said. Lopez made a U-turn and ran a stop light before he crashed, ICE said in a news release. Asked if the ICE officers chased Lopez, Williams said: “Chased? I wouldn't say that. They followed him until he crashed.” Williams said he didn't know how far Lopez fled before he crashed. “According to preliminary findings, we believe the pursuit was relatively short in duration and distance,” said Chatham County police spokesperson Betsy Nolen, who noted the investigation is ongoing. Security camera video obtained by WTOC-TV showed a red pickup truck moving at high speed past Herman W. Hesse K-8 School on Monday morning. The footage showed a vehicle with flashing lights follow about five seconds later at a similar speed, and another vehicle with lights flashing pass several seconds after that. News video from the crash scene showed one of the vehicles involved in the wreck was a red pickup. Teacher killed was known for ‘kindness, patience, and ethusiasm’ Savannah-Chatham County school officials identified the woman killed as Linda Davis, a special education teacher at the school. Davis was beloved by the school community, Principal Alonna McMullen said. “She dedicated her career to ensuring that every child felt supported, valued, and capable of success," McMullen said in a news release. "Her kindness, patience, and enthusiasm created a nurturing environment for her students and inspired those around her.” The crash happened less than a half-mile (0.8 kilometers) from the school. Though students were off Monday for Presidents Day, teachers reported to work. Davis was driving to school when she was killed, school system spokesperson Sheila Blanco said. "So there may have been a different way to corner the individual so that he could not run, or that he could not cause the accident that took the life of Dr. Davis.”

Shooter Kills Ex-Wife & Son In Rhode Island Ice Rink Attack

Pawtucket Chief of Police Tina Goncalves says the person who opened fire during a youth hockey game at an ice rink in Rhode Island killed their ex-wife and one son. Goncalves says the victims were the shooter’s ex-wife Rhonda Dorgan and adult son Aidan Dorgan. The shooter injured three others during the shooting Monday afternoon in Pawtucket, among them Goncalves says was the shooter’s ex-wife’s parents and a family friend. Police have identified the shooter as 56-year-old Robert Dorgan, who also went by the name Roberta Esposito.

Guatemalan Driver Fleeing ICE Crashes, Kills Georgia Teacher

A Guatemalan driver fleeing a Georgia traffic stop by federal immigration officers crashed into another vehicle, killing a teacher who was headed to work, authorities and school officials said. Oscar Vasquez Lopez, the driver accused of causing the Monday crash just outside of Savannah, remained jailed Tuesday on charges including vehicular homicide, reckless driving and driving without a valid license. Lopez, 38, is in the U.S. illegally, according to Immigration and Customs Enforcement. Immigration officers were looking for Lopez to enforce an immigration judge's 2024 deportation order, ICE spokesperson Lindsay Williams said Tuesday, noting that Lopez has no other criminal history. Lopez pulled over when ICE officers used sirens and blue lights to initiate a traffic stop, but then drove away when they approached his vehicle, Williams said. Lopez made a U-turn and ran a stop light before he crashed, ICE said in a news release. Asked if the ICE officers chased Lopez, Williams said: “Chased? I wouldn't say that. They followed him until he crashed.” Williams said he didn't know how far Lopez fled before he crashed. “According to preliminary findings, we believe the pursuit was relatively short in duration and distance,” said Chatham County police spokesperson Betsy Nolen, who noted the investigation is ongoing. Security camera video obtained by WTOC-TV showed a red pickup truck moving at high speed past Herman W. Hesse K-8 School on Monday morning. The footage showed a vehicle with flashing lights follow about five seconds later at a similar speed, and another vehicle with lights flashing pass several seconds after that. News video from the crash scene showed one of the vehicles involved in the wreck was a red pickup. Teacher killed was known for ‘kindness, patience, and ethusiasm’ Savannah-Chatham County school officials identified the woman killed as Linda Davis, a special education teacher at the school. Davis was beloved by the school community, Principal Alonna McMullen said. “She dedicated her career to ensuring that every child felt supported, valued, and capable of success," McMullen said in a news release. "Her kindness, patience, and enthusiasm created a nurturing environment for her students and inspired those around her.” The crash happened less than a half-mile (0.8 kilometers) from the school. Though students were off Monday for Presidents Day, teachers reported to work. Davis was driving to school when she was killed, school system spokesperson Sheila Blanco said. Chatham County jail records didn't list an attorney for Lopez as of Tuesday or show whether he had been granted bond. His case also didn't appear yet in online court records. Federal immigration officers have faced increased scrutiny for their aggressive tactics during the Trump administration's nationwide crackdown on illegal immigration, especially since they shot and killed Renee Good and Alex Pretti in Minneapolis. In a statement, Tricia McLaughlin, a Department of Homeland Security spokesperson, blamed “politicians and the media constantly demonizing ICE officers and encouraging those here illegally to resist arrest.” Chatham County police said in a statement that they were unaware of the ICE operation and traffic stop before the deadly crash. Local officials questioned whether Davis' death might have been prevented. “I’ve always been and remain very concerned about the activities of ICE in cities, particularly where they’re not coordinating or communicating,” Savannah Mayor Van Johnson, a former police officer, told reporters Tuesday. “What this individual was wanted for, did it necessitate the end result?" Johnson said. Chester Ellis, chairman of the Chatham County Board of Commissioners, noted that county police are constrained by a policy that allows vehicle pursuits only when officers believe a suspect has committed or is attempting to commit a violent felony. “The no-chase policy is to help protect our citizens more than it is anything else,” Ellis told WTOC-TV. "So there may have been a different way to corner the individual so that he could not run, or that he could not cause the accident that took the life of Dr. Davis.”
